Were there any clauses in their tenancy agreement to say they were not allowed to sub-let ?
IANAL, but they're not _your_ rent-a-roomer, they're the tenants' responsibility.

So... once "your" tenant has been given notice to quit or whatever, it's down to him to explain to his "additional income" (I wonder if that was declared - might be a good way of arm twisting if they want to get arsey)

It doesn't make sense for anyone to ask the question other than a tenant who sublets. Accordingly, in the absence of additional information, one should assume that Tumbleweed *is* the tenant in question, or asking on such a tenant's behalf.
But yes, it applies both to owner-occupiers and to tenants who sublet.
If it exceeds this level, you then need to account explicitly for any expenses you wish to deduct, in exactly the same way as if you were renting out a whole dwelling.
