Number of people signing for one check?

We have a rather large church. The treasurer is the only one signing checks with no accountability. Shouldn't there be more than one signature on each check?

I was a long serving church treasurer, and we implemented several safeguards, not only to protect the church against fraud but to ensure that no false accusations could be brought against the treasurer. It works both ways.

Firstly we required two signatories for every cheque, no matter how small. We did this because the bank was rather slack in enforcing our requirement on cheques over a certain value.

Secondly, we had two people count the offerings, record and sign the offerings record, which then went to the treasurer for entry to the system. The treasurer did the banking (which wasn't ideal) only because it wasn't easy to get someone else to do it.

We also made certain that bank reconciliations were presented to the board each month along with a Statement of Income and Expenditure and the Balance Sheet.

Of course the accounts were audited each year.
