Could i run 2 databases on 1 HQ license ? or the license will be specified for certain database ?

You can as long as the total number of stores in both databses do not exceed the license dongle. You will require to have 2 different HQ Comm server on different machine [if you want both on same machine you need to know how to create 2 instances of HQ Comm server listening on different ports].
