You could use an instant coupon, so the discount comes off after the taxable total. Setup a tender type for the coupon, if you don't have one. I'm not sure if that complies with CA tax laws, but it would be one way to do it.

We also have an advanced promotion program. This allows for unrelated or related promotions and the promotion can be given automatically on a non-inventory item that has a ZERO Tax. That way you charge full price for cigarette and the system automatically adds Promotion Discount as a seperate item on the receipt. If you wish to know more contact me.
