2006 Enterprise - Is this possible

Is it possible to access the oracle database dierectly with 2006 Enterpise edition. Essentially, a client of mine wants me to access this database via php for both SELECT, INSERT and UPDATE. I told him if I can access the database, I can do it -- but Im not sure if the database is accessible.

btw -- it's not an oracle database, it is a custom version of the SQLAnywhere database. You can't access it directly, you must use the SDK which is XML based.
