In a bill i need to add the price of an item to three decimal places. The system only lets me enter two decimal places. Where do I change this?

Version 2006 accepts up to 5 decimal places.

2003 accepts 5 decimal places so does 2006, no reason to think yours is any different and I never found a place to set it to less. You will need to get much more specific about exactly where it won't allow it and which version/country/update you are running.
in General Preferences, there is an option to automatically set decimal point. If this is on, I believe you can only enter 2 decimal places. Turning it off should allow up to 5
