AFAIK all reports use only the date stamp. While you can show time modified, it isn't selectable as a report filter.
So - can I assume it is "as of the last transaction on the date of the report?

Yes, well, assuming your not in multi-user and another user is entering a transcation in the report range. Then you should get a "this report needs to be refreshed" message.
