Marketing gimmick. Everyone loves a free product. It is also their lower end software and many will wind up paying the following year for the next level up. (think Basic vs Pro). May also be a way to try and get people to start using PT and steal away some of the QB market.
I can tell you I recently decided to try the Free Peachtree to see if it is any easier to use than when I first tried it in 1997 (at that time I chose to stay with Intuit's QB Pro).
