I think the dumbest are tax holidays. They serve no purpose whatsoever, but cost millions in tax revenue. Of course I am bitter since I stay away because of the crowds on those days...

The dumbest government thing of all (though not really tax related) is the millions that NYS gives away periodically to appliance buyers. They stop paying when they run out of money, and there is no way to know if they will have money when you buy the appliance, so the give away has no incentive value at all; just costs millions.

I've noticed that shops raise prices on the sales tax-free holidays. I don't know how common it is, but I've seen it before.
