box 16 on nj state w2 includes pay deductions for health coverage as gross income. Can this be used a medical expense?

Yes. If you work in New Jersey, health insurance premiums deducted from your pay can be included in the medical expenses on your New Jersey tax return because they are deducted after NJ tax. They are usually deducted before federal tax, so they cannot be included in medical expenses on your federal tax return.
