EIDL Website?

I hope this isn't off topic. I have a non-tax question about the Economic Injury Disaster Loan (EIDL) website availability.

The site in question is the Small Business Administration (SBA) site upon which one is supposed to submit applications. It is:

On April 15, 2020, a request for an EIDL for $9.8K was submitted online. Upon completion, and then pressing the submit button, a confirmation number appears on the screen, along with a statement regarding future status notifications, here:

The next day, the site no was no longer accepting EIDL applications. No reason was given on the site, but the national news reported that the Paycheck Protection Plan (PPP) had run out of funds. The assumption was that the EIDL had also run out of funds, even though EIDL and PPP requests are made separately, and on different websites. As you know, PPP requests are made with individual lending institutions, while EIDL requests are made directly to the SBA, through their website.

The second round of funding was released this last Monday, April 27,

2020. The announcement mentioned only PPP funds, but further details included EIDL funding. They were separate buckets of funding.

Not hearing from the SBA after eleven days, the applicant wasn't sure if the original request was still being considered, so decided to apply again. The first attempt was made on Monday, April 27, 2020. All day long, the website kept coming up in Spanish. Investigation showed this was nationwide, but the following day, the website was back to English. Unfortunately, there was no ability to complete an application and request funding. The message on the website states:

"Notice: Additional Economic Injury Disaster Loan Funding With the additional funding provided by the new COVID-19 relief package, SBA will resume processing EIDL Loan and Advance applications that are already in the queue on a first come, first-served basis. We will provide further information on the availability of the EIDL portal to receive new applications (including those from agricultural enterprises) as soon as possible."

An email addressed to a link on the website was sent, asking when will the website be taking requests. The auto-reply was if one wanted to apply for an EIDL, go to the same site that wasn't taking EIDL requests.

A call to the SBA's PPP/EIDL line was made, and the representative said they had over a million requests that they were still working on, and emails would be sent out to each requester when their application was in process, and once the backlog was completed, new requests would be able to be made on the website.

Are you aware of any additional or conflicting information about this subject?

An email was received May 2, simply stating that the application was in process. It is unknown if that means the $9.8K request will be rubber stamped, or more information will be requested of the applicant. The website has not yet opened for additional requests. It may be possible that existing, unprocessed applications could soak up the additional release of funding.
