How Do You Get Copies of 1099 Government Received?

Taxpayer is a California resident and received a 1099 from a 401K custodian for the 2015 tax year. The issuer of that 1099 is a large bank and they cannot find the 1099. How can any taxpayer get either the IRS or the California FTB to show the taxpayer a copy of every 1099 that it received?

Taxpayer or authorized representative can obtain taxpayer's W-2 and 1099 info at any local office.

The taxpayer can get a Wage and Income Transcript from the IRS that will list the details of every 1099 that the IRS received for the selected tax year. It's not a copy of the actual form, but it lists the information from the form. The taxpayer can get a Wage and Income Transcript at the following link on the IRS web site.
