PA-40 W-2 Reconciliation form confusion

My son is a PA resident. In PA he made a contribution to a 403b plan. The PA W2 clearly shows it. He also made a small amount during the summer in WI, but did not make any contributions there. He got a WI W2 there.

H&R Block says that he might have to complete the PA-40 W-2 Reconciliation Form because he made contributions to a 403B plan and had an out of state W2. I would think that since the only 403b contribution was made on the PA W2, filling out the form isn't necessary.

The Reconciliation form instructions say: "The W-2 RW must also be completed when a PA resident taxpayer works in another state and Pennsylvania tax is not withheld from the wages when insufficient information is included on the W-2 to adjust the wages to the amount of world-wide wages a Pennsylvania resident would be subject to using Pennsylvania personal income tax rules"

His WI W2 does not withold PA tax, but it is perfectly clear, so I can't see any reason to file the Reconciliation form.

Am I right about this?
