I Certified mailed my returns for both myself and my father on April 1st. As of today (April 12th), only one Federal was confirmed delivered (April 3 @ Fresno office) and only one State was confirmed (April 7 @ Sacramento).
Is this normal or should I be worried?

It could be normal, or not. Either way, you don't need to be worried. Your certified mail receipt is proof of timely filing. The return postcards are just additional insurance. Just don't lose those receipts.

It is not unusual for return receipt postcards to never get delivered. If you want to verify whether the items were delivered, and you have the certified mail receipts with the item numbers, you can verify delivery right on the home page of the Postal Service,

I had checked USPS' home page and there was no update info on those two mailings.
However, in my mail yesterday (4/12) was a return card for the other IRS mailing. This one was stamped received by IRS on 4/3 (just like the other one).
So there is a slowdown somewhere along the line in getting the postcard delivered. WRT the electronic confirmation within USPS, it's at least 24 hours since the confirmation postcard reached my local post office so they are slow in getting the information into their database (unlike UPS or FedEx who gets it into their system within minutes of delivery).
