Can one have both in the same year?
Sure, but not for the same job. See IRS Pub 560 for SEP requirements.

I am pretty sure we have both where I work -- meaning that I have both for the same job.
I work for a small nonprofit tax exempt organization and the company has a SEP Plan and a "TDA" which I think is a 403b plan. The company makes all of the contributions into the SEP Plan, and employees like me can make tax deferred contributions to our own individual TDA/403b through a voluntary salary reduction agreement.
At least, I "think" that's what we have.
