How about those who earned a high income in t/y 2007 because they worked but retired towards the end of the end and "enjoy" a much lower income in t/y
2008 (ie: well below the $75K level). They too will benefit, no?- Vote on answer

Yes, as long as they have a 2008 tax liability or at least $3,000 of "qualifying" 2008 income.

However, they have to wait until next year and include a "stimulus credit" on their 2008 tax returns.
