The document you reference is the summary of the bill passed by the Senate. The Senate bill differed from the House bill and went to Conference. It was the Conference report that was passed. I have no idea what differences existed. The document I referenced is the official explanation of the law signed by President Reagan.

It was Public Law 99-514, formerly HR 3838.
Yep... it's buried inside this 308MB file.
