Are child tax credits included in houshold income to assess higher education support

Hi,

Higher education support (for fees, higher education grant and to determine the amount of student loan available) are worked out based on household income. The application form asks for Tax Credits to be declared. Does anyone know if these tax credits are counted towards the household income? Many thanks!
