Yes. If the petitioning creditor is unable to have the petition served upon the debtor personally he can apply to the court for substituted service. This usually takes the form of advertising the issue of the application for a petition in one national newspaper likely to be read by the debtor and one local paper circulating in the area where he previously lived. Such substituted service is deemed to be as effective as if served personally on the debtor.
