Cheque "Clearance" was: Does this sound like a scam?

After 6 years from the time the money is credited at the very longest. But IANAL

However, I suppose that would not stop your bank applying an "offset" if they hold other funds belonging to you.

The only way to be sure that a cheque is 'paid' (which is not the same thing as it being 'cleared', is to get the collecting bank to contact the drawee (i.e. the bank upon whom the cheque was drawn) and ask if the cheque has been paid. If they say 'yes' then they cant go back on it and the cheque cant be subsequently bounced.

'Cleared' merely means that the collecting bank have had some dosh from the drawee, but this can be reclaimed but this cant happen if the drawee has confirmed that the cheque has been paid.

the answer is, because they will have all your details and thus be able to come after you. And they will.

Is this true even if the cheque later turns out to be forged, altered, etc?

I'd have thought the last sentence was unambigous? If they could go back on it, then paid wouldnt actually mean anything would it.

Though,as previously discussed here, very few banks, if any, appear to actually operate a service that will do this , especially in writing.

Yes. The parties may then wish to sue of course.

Any bank will do it if they are telephoned by the collecting bank.
