Council Tax payments

The City of Edinburgh Council seem to be determined to make paying the Council Tax more awkward for us (the client) and more convenient for them (the public servants, who supposedly answer to us).

It used to be that you could pay by Standing Order (leaving you in absolute control over the payments) but it seems that they no longer accept this, preferring instead to dip into your bank account via Direct Debit (and given the number of times various Councils have messed up my Council Tax billing over the years, this is not something that I am keen to let them do (although - tempting fate - I am pleasantly surprised that they have not messed up the billing this year (yet?)).

However, they do still accept payment by bank account transfer (although obviously they don't shout about it very much). This is less convenient as you have to remember to actively make each payment (and in the case of my internet bank, re-authenticate for such transactions), as opposed to the passive process of a standing order, which happens automatically once set up.

Although the Council claim not to accept Standing Order payments any more, do they really have any means of enforcing this or of telling the difference in terms of the money entering their bank account? Is it actually possible for a bank account to accept deposits via BACS/FP but not by SO?

Is anybody still paying their CEC Council Tax by Standing Order successfully?

I've no factual basis for this, but can't imagine how CEC would know about, or their bank be able to reject, SO payments.

Meanwhile, "down south", our council has already stopped accepting cash or cheques... :-(

At this rate, it won't be possible to live in this country without having web access. Which, by discriminating against the elderly in particular, is Big Brother's neat solution to both the pension and NHS crises.

No. Standing Order is just another form of BACS. Provided that both the amount and the reference are correct, they won't be able to tell the difference between that and you doing it manually via online or telephone banking every month.

The Nationwide bank account allows you to make regular, one off type payments. Just type in how much, what day of the month and the receiving account details and you are all set.

And when they do mess something up, somehow it is always entirely your fault; never a whiff of blame attaches to the City of Edinburgh.

Are their Call Centre people given targets? Quotas for the amount they must contrive to rake in, with dismissal for those who fail?

Or, if they actually are Council employees rather than being employed by an outside firm, are they pressured by accusations that they're letting down their sub-group, who aren't grabbing as much money as another group? That's apparently one ploy used by employers and a dirty tactic at that, because it preys on people's desire to pull together and not to harm their co-workers.
