What's this on this bank statement?

I'm making an enquiry on behalf of my parents, who are not happy about what is at best a mistake that recurs with their Barclays account. The latest version of what's happened is that a Direct Debit for £17 went out and straight back in to do with ITC, a pensions company apparently, but one my parents have never heard of. It's not just a normal purchase-like debit either but listed as a Direct Debit.

They don't have online banking and there is no virus/keylogging trouble with their computer. Could someone here shine any light on this? Just a banal typing c*ck-up occurring every couple of minutes in banks? My mum went in to ask about this but the staff member she saw seems to have had shockingly little to say.

I had this happen once when someone tried to collect from a direct debit which had expired. Presumably it's some automatic error correcting mechanism by Barclays. You'd think that ITC would get an alert and do something, but ...

If there was no mandate set up then they shouldn't be able to take the money in the first place.

I would advise them to request a full list of direct debits on their account and cancel any that should not be there.
