What exactly is the purpose of the Finance Bill due to be released in July 2009 (this is about the UK finance bill, not US).

Is it there to clarify the budget, or can there be surprises (such as neew taxes) in it?

It's to make the chancellor's proposals into law. There's always the chance that some of his ideas will be rejected.
