When is the 2009 Finance Bill likely to get passed?

Can budget proposals be put into action before the Finance Bill?

ISTR many proposals are in what used to be called "red books" and presumably these don't need the Finance Bill to be put into force?

Royal Assent is usually given in late July and the law is enforcable.

Don't know how it works before July.
