Can and do independent financial advisors charge a fee when searching for a mortgage for a client? Or do they receive their monies from the financial institutions.

Can be either depending upon the advisor.

Yes, especially if it complex/time consuming.
I don't think moneyextra charge fees, they get paid by the lender - never used them though.
