reluctant payment of agreed refunds

is it just me, or has there been an increase in forgetting to pay agreed refunds. i have encountered several instances (electricity, gas, house insurance twice) recently when a company had agreed to refund me some money and had told me a cheque would arrive shortly but then failed to send it or failed to make the direct refund to by bank. I found I have to chase up several times before the credit gets sent out.

is this a nasty new variant of 'not paying until the final demand'? or am I being paranoid?

It took me three attempts to get a refund from the water company. Apparently the call centre person was not authorised to allow sums greater than 100 quid and the next person in the chain blocked it without bothering to find out why it was given - twice. By the third time I was well pissed off, and I didn't even get a 'sorry'! (It's not as if I can choose to take my business elsewhere)

Similar experience when I changed mobile phone co's

"we can not credit your account we'll send you a cheque" "we don't send cheques we credit your account" "we can't credit your account if you've now cancelled your Direct Debit!?!?!?" Not sure if it's intentional or just apathy either way I don't like it.
