HMRC not yet processed my tax repayment form sent to them in June

I sent in my tax repayment claim form on 4th June. A week later HMRC sent me a request for further details and original documents, which I sent them. Since then I have telephoned at least four times and written another letter. Each time I phone, they tell me they have a huge backlog and to wait another couple of weeks. The last time was in late October/early November.

Isn't it about time they sent me my refund cheque and returned to me the original documents I sent to them (they had to be originals, but I did keep photocopies).

The letter I wrote I sent via recorded delivery and have the Royal Mail confirmation of delivery, yet still nothing from HMRC, except excuses and promises.

Is it time to complain to someone and if so, who?

HMRC are making people redundant despite having backlogs. Even though this makes the backlogs bigger they don't care. There's no quality management in HMRC. They think that if employees have only a small task to do this will make them more efficient. Unfortunately, the employees dont understand the consequences of any task they are performing.

I would suggest you call and ask to speak to someone's supervisor until they promise to call back the next day having located your paperwork.

What really gets me is that they are quick enough to hit you with interest charges for late payments. Perhaps you should send them a bill for loss of interest on the money.

I don't know the answer to your question, but one suggestion is to look at their website and see if there is a complaints procedure there.

You're not alone. I am administering a reclaim covering 3 tax years for a friend who worked in the UK for approximately 18 months and then went back to France. My first lesson (although expensive) was to send everything via Special Delivery, otherwise it can disappear into a vacuum. (There's a fair amount of money involved, so relatively the cost of Special Delivery is small)

The second lesson is that (AIUI) HMRC do not acknowledge forms that are sent to them, but they have to reply to a letter within 28 days. Therefore, send a letter.

Thirdly, it seems that every reclaim form submitted is met with a request to fill another form in.

If it's any comfort, you are not alone. My wife sent in her claim form back in May. She usually receives a cheque every year in June but has still not got her money for overpayment of tax for 2006-7. They did send a cheque but sent it to the wrong bank! Every time she phones the word "backlog" crops up - seems to be the standard excuse or maybe it's just incompetence. Scrap the HMRC and bring back the Inland Revenue!

The saga continues...

It is now December. No tax refund so far. I rang HMRC this morning. The girl went away to check, came back to say "No further work has been done on your claim since the last time you phoned." She asked for my phone number and promised someone would call back in 2 - 3 working days.

HMRC, by the way, has had my tax repayment claim since 22nd June.
