International EFT

I sold an item on eBay for 31 to a chap in Athens, who wanted to pay by international EFT straight into my bank, a method which he'd used plenty of times, apparently. So I gave him the IBC and IBAN refs. When the payment turned up in my account (Intelligent Finance) the value was

28.50, so I'd lost 2.50 somewhere along the line.

I asked IF about this, and they assured me that no charge is made by them, the receiving bank; they said that the deduction must have been made by the sending bank. But if that's the case, I would have expected the deduction to have been a round amount in euros rather than in sterling. Is it possible that the deduction has been made at the UK end but before IF? I believe that international transfers are handled by Halifax on behalf of Intelligent Finance, for example, so perhaps it's the Halifax which is the culprit. Does anyone have any info on this?

Small correction: For "Halifax" read "Bank of Scotland", I think, on examining the IBC.
