Issuing Small Claim against someone in the USA?

I'm in the UK, and am owed US$200 by a USA'ian who is declining to return it.

The money represents a fully refundable damage deposit for a holiday home I rented over there in the summer; there has been no question of any damage caused - the landlord just keeps trying to fob me off with excuses as to why he hasn't paid me back yet and has no stopped returning my emails altogether.

If this was in the UK I'd now be issuing a "Letter Before Action" and then heading to moneyclaim.gov.uk - but what action can I realistically take against this joker? Obviously I'm not able to pitch up in court in the US to fight my corner, if he contests any claim I might make (even if that's feasible?)

The only light that I can see at the end of the tunnel is that I originally paid using my Egg Visa card - doesn't that protect me?

I strongly suspect that if I put in the proverbial boot, the landlord will suddenly muddy the waters by inventing all sorts of justifications as to why he witheld the money.
