I am going to advertise for a sleeping partner required, and I wonder what the laws are regarding this? I am open to any financial offers raning from the first priority of a investor who can compliment the skills I'm seeking to find, to just passive investors looking for a return? But more important I seek to advrertise for someone who can bring the otherwise "expensive" skills I am seeking for a team and I am wondering about the laws about this?

???? You would surely want someone who could complement *your* skills, not the ones you're trying to find. That is to say, you want him or her to have skills which differ from yours, so that they provide some useful contribution.
As to complimenting, that's just sales patter.
Is sleeping a skill, and expensive to boot? Laws? Well, there's the NMW, but it's debatable whether sleeping qualifies as work.
A public offer for investors would not be allowed. Advertisements for investment are also regulated and technically you would need to issue your advert through somebody who authorised to do so.
However, there is a lot you can do without getting involved in all of this. Advertising for a business partner for instance with the appropriate skills.
I'm sure the law covers cases where you are allowed to sleep at work. Something like half the normal NMW.
