Does anyone know what happened to these?
Both working fine for me right now.
I get this:

They both trigger pop-ups - perhaps you have some software which blocks them and which isn't working properly? Try another browser (Firefox perhaps).
Or merely hold down control?
Why, does this work on all browsers on all platforms?

It's unnecessary repetition, unless of course you read posts in chronological, rather than thread order, which is an odd way of doing things in a multi-thread newsgroup.

It's absolutely essential to have some context quoted in Usenet posts when responding to the contributions of others. Propagation is uneven as nntp seeps around the world -- it's the nature of the beast. Like most people, I read posts as they come, which is not always the same order that they're posted in. My original point about configuring Google groups not to strip such material is sound.

I don't think that warrants criticising someone posting in that manner.

Then that's likely to be a problem with your news service. I rarely have messages appearing out of order, certainly not often enough to make quoting essential or to criticise other posters for it's absence.
Individual.net offer a good service for ~7 Euros pa.
I haven't seen such a feature - it's down to the poster.

Nothing to do with my ISP. Read the RFCs and learn about nntp propagation. The need to quote context material is included in the RFC guidelines on correct posting conventions to the Usenet. The guidelines have evolved over quarter of a century to ensure that the majority derive the maximum benefit from the Usenet. They underpin common sense and are incredibly easy to read although some might find it easier to move their lips at the same.
It's a good idea to remember that a post has one writer, but many readers therefore it is sensible to consider the majority. If some don't like the conventions of the Usenet community, one wonders why they joined it.
Took me about three minutes to find the answer:
TO USERS OF THE GOOGLE GROUPS INTERFACE:
A recent change at Google Groups is causing its users to create messages that don't quote any previous material at all, which is baffling to our readers. If you're going to use the Google interface to reply to Usenet posts, please perform this extra step:
(1) click "show options" next to the poster's name, and (2) click "Reply" in the line: Reply | Reply to Author| Forward | Print | Individual Message
This will put quotations and attributions in your message, just as other newsreader programs do.
Have allowed pop ups for this site and tried the control key but can't get it.
