It's in the header... spam filtering is pretty severe, but it should get through OK.
HSBC certainly has that gotcha on their online saver t&c.

If you, being a customer, want to, you can then open a 'web saver' (no phone banking) account which pays 5.65%.
I guess it depends on your (or their) definition of everyone.

Well it never arrived here, but I did find an old reference to these T&Cs on the web. I can't believe Ing thought they could ever get away with those, well, not and maintain a reputation of any kind. Perhaps if they'd quit the TV adverts/sponsorship and hike the interest rates up a bit ...
Also still not clear to me why they can't do a joint Websaver a/c (since everyone else manages just fine). That'll be the killer for me, on top of the poor interest rate on the basic joint a/c, and their rather slow clearance (3 working days) on money that has been DDd/BACs to them.

I suspect they mean "everyone with an ing direct savings account". Which is not their websaver account. I think what they are really getting at is that there's no interest-rate tiering by account balance.
But I agree about the not-so "great" rate. Maybe they mean "great for ING"? :-)
