I am very dubious about this... for example America insists all citizens regardless of where they live in the world should file an annual tax form... I have never heard of an American citizen being taken to the UK courts for failure to do so.

I had my British passport renewed in Holland without mention of tax (I had refused to send a form back as I was not earning or living in the UK) so I do not think the IR and passport office talk to each other. In fact the only people to my knowledge refused passports are those imprisoned by the Americans in Guantanamo Bay, football hooligans, victims of identity theft, and ex-Rhodesians (the most shameful of all considering some were in the British army but cannot get a birth certificate on account of the Mugabe regime).

I have never heard of a person in the UK being refused a passport renewal because of unpaid taxes.

Well, you wouldn't, would you, it's less trouble just to put them on a night flight from one of their air bases, isn't it, saves all this tedious mucking around with foreign court systems.
