pass. What I meant was charge it at the full rate like it is elsewhere. Plenty of EU countries have >17/5% VAT.

Some might have a different 17.5% rate. You can recognise them by the use of different numbers.

IIRC, only the UK uses a 17.5% rate. Most are higher, but ~ 5 countries have a lower one.

The lowest being Madeira with a VAT rate of 13%.

I think the scope of VAT supplies and services is a bit narrower in the UK. Purchase tax, and VAT which it replaced, has always been dogged by the Victorian/Protestant ethic that if something is deemed sinful or unnecessary, then it attracts taxes and duties. For years there were VAT rows over children's clothing and some quite crazy definitions of children's clothing. Travel on a bus -- no VAT, but do something wholly sinful such as opt for a taxi...

I think the mistake made by the Heath administration was not to introduce VAT at ten per cent right across the board on everything -- rather like the sales tax in US states.

To be fair to the Victorians, taxing luxury has been a curious feature that's been part of English taxation ever since Edward 1st established the treasury in the 13th Century.
