Obviously, if you do have the new disc with you, it would help to put it in the holder at the earliest opportunity when it becomes valid. Who gives a s*it about the technicalities? I've always displayed my new tax disc as soon as I get it, usually 2 weeks early, and have been doing so for the last

20 years. So do lots of other people. How many get fined or prosecuted?

Just because no one has heard of it doesn't mean it hasn't happened.

You're confusing what is, or is not, legal with getting nicked for it. "Failing to display" is such a minor offence that most coppers wouldn't bother unless there was no tax at all on the vehicle.

Well it's not something I'm going to worry about until I hear of a few cases where it's happened.

Hopefully the first of those won't be you.

I'm driving around at the moment with by 31/3/10 disc on display - I'll let you know if I get nicked...

I would think that the "Conditions may apply" clause would take care of that circumstance. :)

If people get into the habit of waiting 5 working days before they have to get around to swapping their disc they will end up forgetting after the 5 days have passed.

I'm interested to know if the particular section of the law has been officially commenced, I couldn't find a commencement order for it.
