Transfering a Default Notice - Consumer Credit Act

Can a Default Notice issued under the Consumer Credit Act be transferred from one address to another, if the person who has the debt moves house, or should the Default Notice remain against the address where it was issued.

Secondly, if a Default Notice under the CCA is issued to somebody who has moved house from the address where the debt is registered, and the person for whom it was intended can provide evidence that they weren't living at the address when it was sent, can a Default Notice be removed, even if the lending company received no correspondence or returned mail indicating that the person had moved?
