Last time I talked to ManPower the only problem employers were having was filing all the (fully qualified) resumes they were getting from fully qualified accountants and staff.

You have to remember that that category is a broad one that encompasses both professional as well as more clerical accounting positions. The position for a data entry clerk is included with the CFO of a fortune 500 (if one of those is there at all).

I think it has more to do with ego defense mechanisms of employers going in to the tank and needing something else to blame.
