When a quote is generated, QuantityCommitted is not changed. However, if items from a existing quote are deleted and save the quote, QuantityCommitted is changed. Is this a normal behaviour or a bug?

Looks like a bug here. I'd call MS and report it. I'm pretty positive they don't charge for bug reports.
