I am wondering. We built a software plug-in for RMS that provides some added functioanlity. Do I need a license to sell it or to us Microsoft logos. Do I have to become a partner, etc?

You don't need a license to sell it.
You will need to become a Microsoft Partner if you want to use Microsoft Logos.
partner.microsoft.com will give you all of the information you need
If you're a Certified Partner you can use the "Microsoft Certified Partner" logo. If you're a Registered Partner, I don't think you're allowed to use a logo, just the text "Microsoft Registered Partner". See

If you want to use Microsoft logos for your products, such as on the retail box or in the documentation and advertising for the product, then you must pass the ISV product certification procedure. See
