I am wondering. We built a software plug-in for RMS that provides some added functioanlity. Do I need a license to sell it or to us Microsoft logos. Do I have to become a partner, etc?

You don't need a license to sell it.
You will need to become a Microsoft Partner if you want to use Microsoft Logos.
partner.microsoft.com will give you all of the information you need

If you're a Certified Partner you can use the "Microsoft Certified Partner" logo. If you're a Registered Partner, I don't think you're allowed to use a logo, just the text "Microsoft Registered Partner". See
