Macro to set Price Level discount at transaction time

Situation: Client needs to be able to give a 20% discount to a certain department of items if the customer buys 12 or more from that department. i.e. Customer buys 12 bottles of wine (any wine, does not have to be the same) they get a 20% discount on all their wine items.

I could see how I could use the Buy X and get Y for Z rules as it does not allow you specify a %. So what I thought of is set Price Level A for the entire Wine Departmen equal to 20% off Regular Price. Then at the transaction the cashier could use the Discount method and set the 'Set the Price level for transaction' equal to 'Price Level A'. This works fine, BUT the clients cashiers (for some ODD reason are the stupidest people in the world) need a simple way to perform these fuctions. So I decided to create a macro to do this for them, simple enough, WRONG. The macro does not work. I tried setting up the macro on several different machines and they all do not work. I have other macros that work just fine.

If anybody can figure out how to do this with or without the macro that would be greatly appreciated.
