The RMS system allows to partially receive against a purchase order. Will this partial Purchase Order export to Quickbooks Accounting so a bill is created and then partially pay the supplier.

You will have to close the partial PO. Only closed POs get exported to QB. You may want to create a new PO for the balance items.
