Actually, I have a single vga card. The PC-to-TV converter splits signals into two. One for PC monitor, the other for TV or any RCA (composite) compatible video device.

If you have dualhead vga card, just take the secondary VGA and use a converter that changes VGA to RCA (composite).

We have it working in our shop. It simple connected to customer pole display (COM port splitter) and it goes to CCTV. I can't tell you details how it works on CCTV servers as we have outsourcing company looking after that for us, but it work perfectly. Everything displayed on Pole Display goes to camera just above the register.
