When does the quantity on hand....

When you click the 'Build' button on the Kit tab of the (kit) item properties form. If you create the kit item and don't 'build' any kits, you'll never have any kits in stock.

Roger that. Build will reduce the On Hand value of the component items and increase the On Hand value for the Kit.
