Do the agencies accept white paper forms?
If not, then for a five employee concern, presumably we should print white paper then hand copy to official stock?

Yes, the agencies do accept the white paper forms. Be sure that the printed forms indicate the proper year.

For the last two years I've used it with success. You enter all the data, confirm it and the site prints out (on white paper) the W2 for each employee. Then you don't have to send or mail anything else to the SSA (W3).
