As already noted in the linked discussion, there is no way to enter a single amount larger than 99,999,999.99 in Quicken.

But Quicken can produce totals with significantly larger amounts than that.

So the only way to work around the limit is to enter more than one transaction to account for amounts larger than 99,999,999.99. This will probably not solve every problem caused by the limit, but it can solve some of them.

A Quicken liability account can represent a liability larger than $99,999,999.99 by entering as many "opening balance" records as necessary to cause the liability amount to be correct (assuming the total liability is not greater than Quicken's "total" amount limit.

For example: in Q2020 R30.19, I created a Liability account and added 11 "opening balance" transactions, each for $99,999,999.99; giving the Liability account a balance of $1,099,999,999.89 (I stopped there; I did not try for any larger amount). Quicken showed the correct running account balance in the "Balance" column and the correct total account balance at the foot of the account register. The Quicken Account Balances and Net Worth reports showed the correct liability account balance.

Clearly, the Quicken Loan creation dialog can not be used for a loan greater than the Amount limit of $99,999,999.99, but that doesn't mean such a loan can't be tracked in Quicken.

The loan liability can be created as a Quicken Liability account whose opening balance is established as noted above.

The loan payment transaction will not have a Payment Schedule to work from (so Quicken can not create the loan payment split transaction), but the user can still create a Reminder for the loan payment transaction; by creating a split Reminder with as many split lines as needed, entered with the correct categories and temporary amounts for each split line. The amounts (for, say, principal and interest) will need to be corrected as each payment Reminder is "Entered" into its register.

Tested in Q2020 Home, Business & Rental Property R30.19.
