Downloading Quicken Files

Is it possible to download the Quicken files (.QIF, or QFX) from the financial institution then open the file with Quicken off-line?

For QFX Quicken will want to "phone home" to verify the financial institution with the Intuit servers.

For QIF the answer is "yes".
