Yes, I've done it before but not by using BillPay. I think, it needs to be done through the branch or, maybe, over the phone. Also, if this transfer between different banks it may be considered as wire transfer and involve a fee.

Several years ago I used Quicken Bill Pay to send a check to a person in a different bank. I used the destination bank's street address and put the receiver's routing and account numbers on the memo line in addition to setting up the receiver as a normal QBP account. Nothing happened for about 2 weeks so I called the destination bank and they had no record of receiving the check; however, the sending bank assured me the check and been "written" and sent.

I was ready to get the authorities involved and let the banks know. In the end it took more than 6 weeks to process the check. I never did get an explaination and neither bank would admit they knew anything at all about the situation.

Look into Intuit Payment network:

OK, I'm confused. What is the difference between Quicken BillPay and the Intuit Payment Network? I don't have the patience to read and compare all those pages. If they want users to switch to IPN, they need to make this info directly accessible.

My take was that it allows you to _receive_ payments, not just make them.
