Yes, Quicken Deluxe 2013 will read files created in Quicken Deluxe 2010. It will update the file before opening it.
Just copy the file from the CD to the proper Quicken data folder of the hard drive of the Windows 8 PC and double-click on that file to open it, or browse to it from within Quicken Deluxe 2013 and open it from there.
