Copy 1 of W-2

I have a question -

Copy 1 of W-2 says "For State, City of Local Tax Department." Does this mean that the Employer should mail this Copy to the Franchise Tax Board? Please correct me if I am wrong?

I don't hear much on this. Is that because California does not require Copy 1 sent to Franchise Tax Board may be like some other States do? I have asked around some seasoned Payroll people and since they do distribution electronically, they are not sure.

Thanks in advance for your help.

No. It means you should include it with your state/local return if required by that return's instructions.

You're asking from the point of view of the employer? California does not require a copy of the W-2 to be sent to the state. (If it did, it would go to EDD, not FTB). See the FAQs at the EDD web site,

Copy 2 goes to the employee, to be attached to the employee's Form

540.

Thanks to you all for the replies.

Yes, I am asking from the point of view of the Employer. So that Copy

1 of W-2 can just be given as an extra copy to the employee, correct?

Thanks again

It can be, but no need. I just don't print that copy with my software.

Yes, or file it in the circular file . Or as Harlan says, just don't print it.
