No, they have correctly informed you that Scots banknotes are not "legal tender". That does not mean they are not "legal", whatever that might mean.

It seems to me that the difference between "you can be arrested" and "you can't be arrested" is more than just pedantic.
If I consume £20 of food at an English restaurant, then produce some groats to pay for it, I would fully expect the police to arrive - for non-payment of the bill.
If I consume £20 of food at an English restaurant, then produce some Scottish banknotes to pay for it, I would fully expect them to accept the money. If they called the police the police would do them for wasting their time.
Because it has a useful function with respect to debts and legal disputes.
